TRICAP is a Probation Residential Center (PRC) offering an alternative placement option to jail or prison for male or female offenders in the state of Michigan.

Individuals in need of intensive substance abuse counseling in a supervised residential setting, those that have not been successful in a community setting while on probation/parole and need a structured environment, and others who need a last chance before jail or prison are commonly referred to TRICAP.

 Our approach is based upon teaching cognitive behavior modification techniques, helping clients identifying dysfunctional thinking and self-beliefs, learning new techniques and skills in order to change unwanted behaviors.

Residents receive support, counseling, educational services and 24-hour supervision.

Mission

Our mission, as an alternative offender placement for the courts and criminal justice system, is to provide individuals an opportunity to change their lives while providing the community with support. We believe that people can change and that, with guidance, individuals can grow. We are willing to provide our consumers with the tools and resources necessary for change by helping individuals claim ownership of their problems and their charge of identifying and implementing solutions. We exist to positively impact the behavior of offenders and to promote public safety.

Vision

The vision of TRICAP is to be an effective and dynamic force in the treatment of substance use as well as co-occurring disorders and criminal behavior, to decrease the ultimate loss of life caused by substance abuse, and criminal behavior in our community.

Our History

1988

Michigan Department of Corrections Request for Proposals

In early 1988, the Michigan Department of Corrections solicited requests for proposals to develop and implement a Probation Residential Center (PRC) to service the Tri Counties, Saginaw, Bay and Midland.

1990

TRICAP Opened

After two (2) years of pursuing potential sites and presenting them to the Saginaw Planning Commission and the Saginaw City Council, the site at 172 Davenport Avenue was approved for use and rezoned to accommodate the program. Upon completion of extensive renovations, the program accepted its first five (5) residents on August 13, 1990.

2003

New Facility Built

The opening of a new facility at 2300 Veterans Memorial Parkway on December 9, 2003.  This facility was built to accommodate 180 residents, and accept referrals from any county in the state of Michigan.

2013

Facility Expansion

A square foot expansion was approved expanding capacity from 100 to 180 resident beds.

2018

Facility Expansion

An addition was approved providing for 40 additional female resident beds, increasing total building capacity to 220 beds. 

Additional group, meeting rooms and offices were also included in the building expansion.

PREA Compliance

Prison Rape Elimination Act (PREA)

On September 4, 2003, President George W. Bush signed into law the Prison Rape Elimination Act (PREA) of 2003 (P.L. 108-79). The goal of PREA is to eradicate prisoner rape in all types of correctional facilities in this country. As a result of PREA, the Bureau of Justice Assistance (BJA) established the Protecting Inmates and Safeguarding Communities Program in Fiscal Year (FY) 2004.

TRI-CAP has a zero tolerance towards all forms of sexual violence.  Sexually assaultive behavior within the residential program will be reported to local law enforcement.
